The objective of this study is to analyze
implementation of adjustment/inpassing policies
at the Ministry of Health. In line with Law No. 5 of
2014 pertaining to ASN, the types of ASN roles
(PNS and PPPK) include administrative positions,
functional positions, and positions of senior
leadership. This study focuses on the Ministry of
Health's implementation of adjustment strategies
for functional roles. The adjustment/inpassing
policy is one of the opportunities for public officials
to transition into functional jobs. In government
organizations, functional positions play a role in
executing technical responsibilities and duties.
This research is qualitative in nature. Using indepth interviews, observation, and literature
review to collect data. The technique for data
analysis contains four steps: data gathering, data
reduction, data presentation, and conclusion
drafting and verification. The data validity
evaluation consists of credibility, transferability,
dependability, and confirmability. According to
the findings, the implementation of
adjustment/inpassing policies in functional
positions within the Ministry of Health was subpar.
This is apparent from the organizational
perspective, where there are still not enough
people to carry out policies. From an interpretative
standpoint, policy implementers and ASN who
engage in inpassing continue to lack
comprehension of the guidelines/rules of
adjustment/inpassing regulations. In the application aspect, it is still discovered that the
mechanism for applying policies is not optimal or
has been operating for a considerable amount of
time, hence preventing the development of
inpassing from being optimally realized.
