This study aims to determine the implementation of strategic management in the Social Welfare Problem Management Program of the Social and Poverty Alleviation Service especially against Midfielders and Beggars (Gepeng) in Bandung which reached 80% of the total number of PMKS. The problem is that Gepeng roams the streets of Bandung, especially around Jalan Tegal, with a significant increase in numbers. In 2018 there were 88 Gepeng, in 2019 it increased to 297, this increase had an impact on the safety and comfort of road users and caused social problems. The PMKS program is carried out to overcome and provide guidance to Gepeng by Dinsosnangkis. The research method used is descriptive qualitative with research results that Strategic Management which consists of indicators: Conformance (Consonance) Excellence (Advantage) Consistency (Consistency) Feasibility, the PMKS program has not been implemented properly, it is proven that the PMKS program has been carried out but there are still new sprawl that cause new problems, so that the consistency needs to be overcome. The solution is to provide training and skills according to interests and talents, conduct social guidance and add supporting facilities. The obstacles are the lack of human resources, the low level of awareness and mental attitude of the flattened. In conclusion, the program has not been running as it should, social guidance has been implemented and is aimed at flat people but seems monotonous. It is necessary to modify training and skills programs and add adequate Gepeng shelter facilities.
