The rapid development of the informal street vendors (PKL) sector in urban areas requires comprehensive and synergistic policy handling from policy stakeholders. Problems encountered, such as the use of public facilities and public spaces, causing congestion, reducing the beauty of the city, and the average street vendor not having a Business Registration Letter (SDU) or being illegal, is an agenda that encourages structuring and empowerment policies. The purpose of this study was to analyze the implementation of the policy of structuring and empowering street vendors in the Royal Market Area of Serang City. The research method used is descriptive with a qualitative approach. The informants' subjects were 11 (eleven) people, namely street vendors, managers of the street vendor association organization at Royal Market Serang City, and officers from the Serang City Cooperative Industry and Trade Service and the Serang City Civil Service Police Unit. The data in this study used primary data and secondary data. The results of this study indicate that the implementation of the policy of structuring street vendors in the Royal Market Area, Serang City is non-implementation (implementation that has not been implemented). This is due to several inhibiting factors, namely, the traders who refuse to be moved and the unavailability of an alternative place to sell that is suitable for traders who sell in the afternoon market area.
