Abstract

Public Private Partnership is a form of agreement or contract between the public sector and the private sector which consists of several provisions, namely the private sector carries out government functions for a certain period, and the private sector receives compensation for the implementation of functions both directly and indirectly, the private sector is responsible for the risks involved. arising from the implementation of these functions. The purpose of this study is to find out how the public-private partnership scheme with the build-operate-transfer model in infrastructure development is a case study of the Makassar city toll road construction. This type of research is descriptive qualitative using exploratory research and data collection techniques using interview, observation, and documentation techniques. The result of the research is that the Makassar City toll road infrastructure development is carried out by a public-private partnership contract made by the government, the ministry of public works with a business entity, where the construction of the toll road will be built by a business entity with a build operate transfer model in general. a model that involves two parties, namely service users in general, the government, and service providers to build infrastructure and operate it. After completion, the right of use is granted as the operator for 35 years and at the end of the concession period, it will be handed over to the Government.
